A U.S. citizen may petition for parents to immigrate to the U.S. Since parents are immediate relatives, visa for this type of petition is available immediately. After the petition has been approved, it will be sent to National Visa Center for further processing before your parents are interviewed by the U.S. consulate or embassy where they reside.
